Beginner Driving Period System

Under the Beginner Driving Period System, when a person commits violations during the Beginner Driver Period (one year from the day of acquisition of the driver’s license) and those violations meet the violation points criteria, or when causing an accident through the commission of a violation, a Retest will be conducted, and for those persons who fail to pass the Retest or those who do not take the Retest the license will be cancelled.

However, if a person takes Beginner Driving Training before the Retest, the person will be exempted from the Retest, if the standards for the Retest are met for the person during the remaining Beginner Driving Period, the person must take the Retest.

The Beginner Driving Period

People to whom any of semi medium-size license, regular license, large motorcycle license, regular motorcycle license, as well as moped license, within one year after acquisition, and those to whom the following is applicable

• A person who acquires a regular motorcycle license, or a large motorcycle license or an regular license, a semi medium-size license, after the acquisition of a moped license
  The period of one year from the acquisition of the regular motorcycle license, large motorcycle license or regular license, a semi medium-size license,  shall be the new Beginner Driving Period for that person.
• A person who acquires a large motorcycle license after the acquisition of a regular motorcycle license
  The period of one year from the acquisition of the large motorcycle license shall be the Beginner Driving Period for that person.
• A person who acquires a regular license or a semi medium-size license, after the acquisition of a regular motorcycle license
  Regardless of whether the Beginner Driving Period is elapsed for the regular motorcycle license, the period of one year from the acquisition of the regular license or a semi medium-size license, shall be the Beginner Driving Period for the regular license or a semi medium-size license.
• A person who acquires a regular license or a semi medium-size license, after the acquisition of a large motorcycle license,
  Regardless of whether the Beginner Driving Period is elapsed for the large motorcycle license, the period of one year from the acquisition of the regular license or a semi medium-size license, shall be the Beginner Driving Period for the regular license or a semi medium-size license.
• A person who acquires a regular motorcycle license or a large motorcycle license after the acquisition of an regular license or a semi medium-size license.
  Regardless of whether the Beginner Driving Period is elapsed for the regular license or a semi medium-size license, the period of one year from the acquisition of the regular motorcycle license or large motorcycle license shall be the Beginner Driving Period for the regular motorcycle license or large motorcycle license.
• A person who acquires a semi medium-size license after the acquisition of an regular license.
  The period of one year from the acquisition of a semi medium-size license shall be the Beginner Driving Period for a person who acquires a semi medium-size license within 2 years after the acquisition of an regular license.
