Guide to taking the Retest

Retest

The Retest is a test conducted to check whether or not a person has the necessary skills for the purpose of safe driving of the licensed vehicle after the Beginner Driving Period is over, where the person who has acquired a semi medium-size license, an regular license, large motorcycle license, regular motorcycle license, or moped license, has had traffic violations or traffic accidents involving the license of 3 points or more, as a rule (or, 4 points or more, in the case where a single violation is 3 points), during the period of up to one year from the day of acquisition of the license (excluding license suspension periods), where the person has failed to take Beginner Driving Training, or where the person has taken Beginner Driving Training, but after the training, has had violations of 3 points or more again during the remaining Beginner Driving Period.

If the person fails to pass this Retest, the relevant driving license will be cancelled.

Licensed vehicle refers to the vehicle to which the license held is applicable:

  • semi medium-size license for semi medium-size cars
  • regular driver’s license is for regular cars
  • large motorcycle license is for large motorcycles
  • regular motorcycle license is for regular motorcycles
  • moped license is for motorbikes up to 50cc.

Who the Retest is for

The Retest is for people who have received the Retest Notification. The Retest Notification is sent by the Kyoto Prefecture Public Safety Commission to people to whom Retest is applicable after approx. one year has passed from acquisition of a license.

How to Take the Retest

Please take the test within one month from the date following the date of receipt of the Retest Notification at the Driver’s License Examination Center.

The Retest is a written retest and skills retest for semi medium-size license, regular licenses, large motorcycle licenses and regular motorcycle licenses; for moped licenses a written Retest is conducted; and, in the case where a passing score is not achieved, the type of license for the test taken will be cancelled.

In addition, the skills retest for semi medium-size license, regular licenses, large motorcycle licenses and regular motorcycle licenses is only for people who achieve passing scores on the written Retest.

  • No appointment is required for the test, but the Retest for large motorcycle licenses and regular motorcycle licenses can only be taken on odd-numbered dates.

Retest Exemptions

If you have taken Beginner Driving Training, you will be exempted from the Retest.

  • Even if you take Beginner Driving Training, if the standards for the Retest are met during the Beginner Driving Period, you must take the Retest.
  • If the standards for the Retest are met for several types of licenses, unless you take the Beginner Driving Training for each type of license, you will not be exempted from the Retest.

If you acquire a higher license, you will be exempted from the Retest.

  • Among those who are subject to Beginners Driving Training for moped licenses, those who have acquired licenses after violations or accidents, except for those with temporary licenses or small special licenses.
  •  Among those who are subject to Beginners Driving Training for regular motorcycle licenses, those who have acquired large motorcycle licenses after violations or accidents.
  • Among those who are subject to Beginners Driving Training for regular licenses, those who have acquired one of: a large size license, a medium size license, a semi medium-size license, a regular category 2 license, a medium-size category 2 license, or a large-size category 2 license after violation or accident (as for medium size, excluding medium size restricted up to 8 tons, as for semi medium-size, excluding medium-size restricted up to 5 tons) .
  • Among those with semi medium-size license who are subject to Beginners Driving Training, those who acquire a large size license, a medium size license, a large-size category 2 license, a medium-size category 2 license after a violation or accident(as for medium-size, excluding medium-size restricted up to 8 tons).

Points to Note in Taking Retest

Means of transportation on test day

The Retest can result in license cancellation, so please don’t drive a vehicle when you come. However if you have a license other than the license that is subject to the Retest, it is acceptable for you to come to take the test driving the vehicle you can drive under the relevant another license.

Retest Extension Measures, etc.

The Retest period can be extended for those people to which the following is applicable out of those who are unable to take the test during the retest period (within one month from the date following the date of receipt of the Retest Notification).

  • due to overseas travel
  • due to suffering a disaster
  • due to illness or injury
  • due to having one’s personal liberty restricted due to legal regulation
  • due to unavoidable urgent business from the viewpoint of social customs or the conduct of business
  • due to suspension of the validity of license
  • in other cases recognized as unavoidable by the Public Safety Commission
