Procedures for Renewing Driver Licenses

Place and registration time

Persons who can apply for Renewing driver license at the Kyoto Prefectural Police Driver's License Examination Center

Anyone who is resident in Kyoto Prefecture can apply for renewal at the Kyoto Prefectural Police Driver's License Examination Center (in Kyoto City).

※ For details about the renewal procedure on Sundays, see "Q and A on Driver License Renewal ".
In case of renewing driver's license at the same time as reissue, the procedures must be completed on weekdays.

Registration times

Aged 69 or younger

8:30 to 9:30 a.m. and 1:00 to 2:00 p.m.
Monday to Friday (Except public holidays,Year-end and New Year holidays）, and Sundays (Except Year-end and New Year holidays）

Elder driver（aged 70 or older）

10:30 to 11:30 a.m. and 2:30 to 3:30 p.m.
Monday to Friday (Except public holidays,Year-end and New Year holidays）, and Sundays (Except Year-end and New Year holidays）

Persons who can apply for Renewing driver license at the Kyoto Driver's License Renewal Center.

Those who live in Kyoto Prefecture who are model driver's or who have taken a elderly driver's training course can apply for renewal at the Kyoto Driver's License Renewal Center.

※ In case of renewing driver's license at the same time as reissue, the procedures must be completed on weekdays.
There is no parking and bicycle parking at the Kyoto Driver's License Renewal Center. Please come by public transport.

Persons who can apply for Renewing driver license at Police station in Kyoto.

Anyone who meets any of the definitions below can apply to renew their license at the corresponding police station or police box.

A "model driver" is someone who has held a driver license continuously for five years or more as of 40 days prior to their birthday in the year they are applying for license renewal, and who has not committed any driving offenses in that time.

9:00 a.m. to 12:00 noon and 1:00 to 5:00 p.m.
Monday to Friday （Except public holidays, Year-end and New Year holidays）

Period when renewal can be made

In the two-month period from one month before your birthday to one-month after your birthday

If the one-month period after your birthday ends on a Saturday, Sunday, public holiday, or during the New Year holiday period, renewal can be made on the next day on which it is possible.

Those who can not do the renewal procedure due to unavoidable reasons such as birth,business trip to overseas,etc.may do the renewal procedure before the period (special renewal)(See "Q and A on Driver License Renewal ".for further information)

Necessary documents and items

• Renewal Notice (postcard sent out to notify you about renewal)
• Your current driver license
• Fee to be paid
• People who wear spectacles (or contact lenses) must bring them.
• You may not wear colored eye contact lens at the time of shooting
• One photo
  The photo must be 3×2.4 cm (H×W), showing a front-view of the upper body (chest up), without a hat, with a plain background, and it must have been taken no more than 6 months ago. Note that those renewing their license at the Kyoto Prefectural Police Driver's License Examination Center, the Kyoto Driver's License Renewal Center or any of the following places do not need to bring a photo: the Shimogamo, Kizu, Kameoka, Nantan, Ayabe, Fukuchiyama, Maizuru (including Maizuru East police building), Miyazu, and Kyotango police stations; the Amino and Kumihama police boxes of the Kyotango police station; and the Keihoku police box of the Ukyo Police Station.
• Certificate of completion of a driver training course for the elderly (if you have sat such a course)
• If you need to update the information given on your license (e.g., address) at the time of renewal:
  • To change your nationality, or name 
    Certificate of Residence showing the nationality,etc.(Photocopies are not allowed, documents which were issued within the past 6 months are needed.)
    ※ Persons who have foreign nationality need to bring a certificate of residence which is printed the status of residence and the term of residence. If the status of residence and the term of residence are not printed on your certificate of residence, bring your residence card with them.
    ※ Persons who aren't applied on Residential Basic Book Act need to inquire to the Kyoto Prefectural Police Driver's License Examination Center.
  • To update your address only
    Documents that verify your new address(Taken within 6 months)
  • An extract of your certificate of residence (photocopies are not allowed)
    ※ Persons who have foreign nationality need to bring a certificate of residence which is printed the status of residence and the term of residence. If the status of residence and the term of residence are not printed on your certificate of residence, bring your residence card.
    ※ Persons who aren't applied on Residential Basic Book Act need to inquire to the Kyoto Prefectural Police Driver's License Examination Center.
  • By the case of updating your address only and someone who can't prepare the certificate of residence need to submit any of following.
  • Your health insurance card
  • Public utility receipts, e.g., for electricity, gas, water, telephone (Bills only are not allowed)
  • Stamped postal mail (forwarded mail is not allowed)
    That must be printed your correct new address and name.
    ※ Persons who have foreign nationality need to bring their residence card or special permanent resident certificate.
    

Fees

License renewal fee

2,500 yen

Education fees

• Model drivers 500 yen
• General drivers 800 yen
• Offending drivers 1,350 yen
• First-time renewers 1,350 yen 

Renewal education session duration

• Model drivers 30 min.
• General drivers 60 min.
• Offending drivers 120 min.
• First-time renewers 120 min.

Those who have completed a driver training course for the elderly are exempted from the renewal education sessions. 

Remote renewal

"Remote renewal" allows license renewal to be done via the public safety commission of a prefectural authority other than the one in which you are residing. 

People eligible for remote renewal

To be eligible for remote renewal of your license, you must satisfy ALL of the following conditions.

1. You are a "model driver" (stated in the driver category field of the renewal notice).
2. You are renewing your license in the one-month period before your birthday.
3. You are not apply to change any details of your license (e.g., family registration address, address, name) and you are not applying simultaneously to have your license reissued.

Those who do NOT in Kyoto People living outside Kyoto

You can apply for via-application at the Kyoto Prefectural Police Driver's License Examination Center(window no.5 Annex.building) or at the Kyoto Driver's License Renewal Center.

    Please buy in advance and bring revenue stamp of the locality of your residence.
    Fee for via-application (Use Kyoto-city revenue stamp to pay) 550 yen
    Fee for seminars (Use Kyoto-city revenue stamp to pay) 500 yen
    ※Please pay postage fee to those who to receive the license by mail. (Go to Anzen Kyokai)
