COP3 (The Third Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change)

In December 1997, the 3rd Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP3) was held at the Kyoto International Conference Center. The result of this conference was the adoption of the Kyoto Protocol which, after overcoming numerous obstacles, went into effect on February 16, 2005.
The Framework Convention on Climate Change was adopted by the United Nations in 1992 (going into effect in 1994) with the objective of “stabilization of greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system.” The convention recognizes that the majority of greenhouse gas emissions thus far has come from developed nations, and it is based on the idea of “common but differentiated responsibilities”, whereby all countries have a shared responsibility but different levels of contribution depending upon the conditions and capabilities of each country.
The Kyoto Protocol was based on the principles of the UN Framework Convention on Climate Change and established, for the first time, legally binding greenhouse gas reduction obligations and specific reduction targets for developed nations COP3 therefore represented a significant step in the fight against global warming.
