1. Kyoto Prefecture Friendship Ambassadors

Kyoto prefecture appoints ’Kyoto Prefecture Friendship Ambassadors’ out of the foreign students in the universities of Kyoto Prefecture. Their role is to promote understanding between Kyoto Prefecture and its foreign residents and the internationalization of the region.

3. Scholarship

Scholarships for self-funding foreign students (Japan Student services Organization) [Foreign Student Section or Student Affairs Section in universities]

Foreign students studying at universities, etc, who have excellent grades and need economic support are provided with 50,000 yen monthly (researchers and students in Master’s course, Doctor’s course, and graduate course : 70,000 yen).
Scholarship invites are the responsibility of the university.

Reduction of Tuition Fees [Foreign Student Section or Student Affairs Section]

The tuition fees of a student can be reduced if they have excellent grades and have difficulty in paying tuition fees because of their economic situation or unavoidable circumstances of school absenteeism, deaths or storm and flood damage (the conditions and stipulations of the system may vary from school to school).

Private Apartment

Each university provides their own guides.
If a student rents an apartment, they need to pay a deposit and remuneration (2 to 3 months worth of rent), as well as house rent upon entry.
A guarantor is also required by the contract.

Deposit

  • A deposit has to be paid to the owner as a guarantee for room repair and unpaid rent
  • When the student leaves the room, the owner deducts any repair costs, etc, from the deposit and returns it to them.

Remuneration

  • When a student rents a room, it is the Japanese custom for them to pay the owner remuneration as well as rent.
  • This money is not returned.

Kyoto Foreign Student Housing Guarantee Institution[Foreign Student Section in University]

If the foreign student who hopes to live in Kyoto prefecture is not able to find a guarantor, they should apply for a ’Foreign Student Housing Guarantee’ at theJapan Eductional Exchange and Services, andJapan Student Services Organization. These institutions act as a temporary guarantor.

This institution insures against fires. The premium for 1 year is 4,500 yen, and for 2 years is 9,000 yen.

5. Health (Kyoto City International Foundation)

Public Health Insurance [Insurance and Pension Section in municipal office]

If the student is in Japan for 1 year and over, they must possess this insurance.
When they enter this scheme, they are given an insurance certificate. When they present the certificate at hospital receptions, 70 % of the doctor’s fee is covered.

Foreign Student Public Health Insurance Subsidy [Foreign Student Section in university]

If a student lives in Kyoto city and studies in universities and colleges in Kyoto city at their expense and possesses Public Health Insurance in Kyoto city, they will be given 700 yen monthly.

6. Job

Employment Consultation for Study-Abroad Students

The Kyoto Foreign Talent Utilization Promotion Council runs a service for study-abroad students and researchers to respond to specific concerns with expert advice regarding questions about finding employment and the hiring of foreign talent by local companies.

Hours and Participants

Hours: Wed 10:30 – 16:30, Sat 13:30 – 16:30 (reservations required)
(Wednesday and Saturday consultations are held on holidays, excepting the New Year period.) Each counseling session is about 50 minutes long.
Participants: Current study-abroad students and recent graduates of universities in Kyoto Prefecture and researchers.

Fee: Free of charge.

1. Employment Consultation

By offering appropriate and detailed advice to those who are looking for employment, consultations provide assistance to help as many people as possible find jobs.

(Concrete Examples)

  • Helping applicants understand basic job-hunting techniques and the Japanese job-hunting system and schedule, etc.
  • Guidance on how to get in contact with companies and tips for when applying, such as advice on interviewing.
  • Information on laws and terms of employment, such as changing your status of residence, the social security system, and taxes.

2. Follow-up Counseling

After an individual secures employment, there will be follow-up consultation.

Consultation Limitations

As a rule, consultations are done regarding securing regular work at companies, and not for short-term or part-time jobs, etc.

Consultation Language

As a rule, consultations will take place in Japanese (consultation in other languages is negotiable)

Asian Human Resource Fund
Program to develop high-level practical skills for study-abroad students

1. Purpose

To provide talented and ambitious study-abroad students who have interest in working at Japanese or Japan related companies with a series of programs to help promote the fostering of practical and innovative human capital in industry.

2. Programs

A. Training seminars on Japanese businesses and workplace Japanese language
B. Internship programs
C. Job-hunting support projects (counseling and seminars, etc.)
*These programs will run for two-years

4. Terms and Qualifications for Application

A. Be properly enrolled as a third-year undergraduate student, first-year graduate student, or second-year doctoral student (have a “College Student/Pre-college Student” status of residence).
B. Have a desire to work for a Japanese or Japanese-related company
C. Be currently receiving a national or private academic scholarship for study-abroad students, expect to receive such funds in the future, or have received such funds in the past.
D. Other (please check about application requirements such as age and Japanese ability)

5. Implementation Process and System

A. The managing organizations of the Kinki Region (Kyoto, Osaka, and Hyogo Prefecures) act in conjunction, and are jointly commissioned in the project by the Ministry of Economy, Trade, and Industry.
B. In Kyoto Prefecture, the “Kyoto Foreign Talent Utilization Promotion Council” (office in Kyoto Prefectural International Affairs Division, Product Development Promotion Division), has been designated as the managing organization.

6. Number of Applicants to be Accepted

Approximately 50 people.


Change of residence status [Immigration Bureau of Japan]

When foreign students take a job in Japan after graduation, they need to change their residence status appropriately.


Part-time Job

Permission of activity outside one`s status: See the Student Affairs Section in the university, Residence qualification: Immigration Bureau of Japan.
If foreign students have a part-time job, they need to get permission for an activity outside of one’s status from the Ministry of Japan.
If they have a part-time job without permission, they will be punished.
