1. Kyoto Prefecture Friendship Ambassadors

Kyoto Prefecture appoints ’Kyoto Prefecture Friendship Ambassadors’ from the foreign student population at the universities of Kyoto Prefecture. Their role is to promote understanding between Kyoto Prefecture and its foreign residents and the internationalization of the region.

3. Scholarship

Scholarships for foreign students who pay their own tuition (Japan Student Services Organization) [Foreign Student Section or Student Affairs Section in universities]

Foreign students studying at universities, etc., who have excellent grades and need economic support are provided with 50,000 yen monthly (researchers and students in a Master’s course, Doctor’s course, or graduate course : 70,000 yen).
Scholarship application processes are the responsibility of the university.

Reduction of Tuition Fees [Foreign Student Section or Student Affairs Section]

The tuition fees of a student can be reduced if they have excellent grades and have difficulty in paying tuition fees because of their economic situation or unavoidable circumstances of school absenteeism, deaths or storm and flood damage (the conditions and stipulations of the system may vary from school to school).

Private Apartment

Each university provides their own guides.
If a student rents an apartment, they need to pay a deposit and key money (2 to 3 months worth of rent), as well as rent upon entry.
A guarantor is also required for a contract.

Deposit

  • A deposit has to be paid to the owner as a guarantee for room repair and unpaid rent
  • When the student ends the contract, the owner deducts any repair costs, etc, from the deposit and returns it to them.

Key Money

  • When a student rents a room, it is the Japanese custom for them to pay the owner remuneration in addition to rent.
  • This money is not returned.

Kyoto Regional Foreign Student Housing Support System[Foreign Student Section in University]

When a student who is attending a university participating in this program and wants to live in Kyoto Prefecture chooses to rent a private apartment and is unable to find a guarantor, they can be provided with an institutional guarantor, on the condition that they become a special member of the Kyoto Regional Foreign Student Housing Support Organization.

Kyoto Foreign Student Housing Guarantee Institution [Japan Educational Exchange and Services]

This institution insures against fires. The premium for 1 year is 4,500 yen, and for 2 years is 9,000 yen.

5. Health

Public Health Insurance [Insurance and Pension Section in municipal office]

If the student is in Japan for 1 year or more, they must possess this insurance.
When they enter this scheme, they are given an insurance certificate. When they present the certificate at hospitals etc. 70 % of the doctor’s fee is covered.

Foreign Student Public Health Insurance Subsidy [Foreign Student Section in university]

If a student lives in Kyoto city and studies at a university or college in Kyoto City at their expense and possesses Public Health Insurance in Kyoto City, they will be given 700 yen monthly.

6. Jobs

Employment Consultation for Study-Abroad Students

The Kyoto Foreign Talent Utilization Promotion Council runs a service for study-abroad students and researchers to respond to specific concerns with expert advice regarding questions about finding employment and the hiring of foreign talent by local companies.

Hours and Participants

Hours: Wed 10:30 – 16:30, Sat 13:30 – 16:30 (reservation required)
(Wednesday and Saturday consultations are held on holidays, except during the New Year period.) Each counseling session is about 50 minutes long.
Participants: Current study-abroad students and recent graduates of universities in Kyoto Prefecture and researchers.

Fee: Free of charge.

Services

1. Employment Consultation

By offering appropriate and detailed advice to those who are looking for employment, consultations provide assistance to help as many people as possible find jobs.

(Concrete Examples)

  • Helping applicants understand basic job-hunting techniques and the Japanese job-hunting system and schedule, etc.
  • Guidance on how to get in contact with companies and tips for when applying, such as advice on interviewing.
  • Information on laws and terms of employment, such as changing your status of residence, the social security system, and taxes.

2. Follow-up Counseling

After an individual secures employment, there will be follow-up consultation.

Consultation Limitations

As a rule, consultations are done regarding securing regular work at companies etc., and not for short-term or part-time jobs, etc.

As a rule, consultations will take place in Japanese (For consultation in other languages, ask in advance about availability)

In Kyoto, with its many fine universities, we actively seek excellent students from overseas, stimulating our local development. Our organization aims to assist foreign students and scholars residing in Kyoto and involved in research in finding employment in Kyoto businesses etc. and consequently revitalize industries in Kyoto.
Kyoto Foreign Talent Utilization Promotion Council (Office: Kyoto Prefecture International Affairs Division), has implemented the Foreign Student Employment Support: Human Resource Bank Registration to help foreign students at in Kyoto Prefecture find employment with Kyoto businesses etc., starting in 2010.

Foreign students interested in working in Japanese businesses etc. can be registered in the Human Resource Bank.

(2) Employment Support Programs (Free)
We offer the following Employment Support Programs to students registered in the Human Resource Bank:

1) Providing information We offer information regarding employment, such as information on support programs, through emails.
2) Employment consultation Specialist career counselors will respond to questions and concerns regarding employment. We can also provide detailed employment guidance for individual situations.
3) Other You can participate in seminars on job-hunting, internships requested by businesses, observation trips, and helpful lectures

Conditions for registration in the Human Resource Bank


You must meet all 3 of these requirements to be registered in the Human Resource
Bank:
1) A student enrolled at a college, university, or two-year college in Kyoto Prefecture
(with a “College Student” status of residence).
2) In their 3rd of 4th year at a 4-year college, in their 1st or 2nd year at a 2-year college, in their 1st or 2nd year of a Master’s degree program, or in their 2nd or 3rd year of a doctoral program.
3) Hoping to find employment with a Japanese business

Registration Procedures


1) Registration Application Period
Registration to the Human Resource Bank is possible year-round.
※ It is not necessary for each college or university to compile the applications. However, we ask that universities and colleges provide information and encourage applicable students to register.

2) Registration Method
Interested foreign students should submit the “Foreign Student Employment Support: Human Resource Bank Registration Application Form” to the Promotion Council by one of the following methods:
1) Get an application form from the Foreign Student Office at your university and fill it out. Then, submit it to the Promotion Council by mail or fax.
2) Download the form from the Promotion Council website (http://www.kyojinzai.jp/index.html), fill it out, and submit it to the Promotion Council by e-mail.

 

Change of residence status [Immigration Bureau of Japan]

When foreign students take a job in Japan after graduation, they need to change their residence status appropriately.


Part-time Jobs

Permission for activity outside one`s status of residence : See the Student Affairs Section in the university. Information on status of  residence: Immigration Bureau of Japan.
If foreign students have a part-time job, they need to get permission for an activity outside of  their status of  residence from the Ministry of Japan.
If they have a part-time job without permission, they will subject to penalties.
