File a Complaint

You can file a complaint in writing and submit it to the Kyoto Prefectural Public Safety Commission on the basis of the article 79 of the Police Act, if you have a complaint in regard to execution of duties by police officials.

Definition of Complaint

The followings are dealed with as a complaint in this scheme.

  • complaining about a disadvantage suffered from police officials’ illegal or unjust action, or their omission, and the request for redressing each specific disadvantage
  • complaining about the improper handling of duties by police officials

How to file a complaint

Submit a written document that contains the following details in person or by mail.

  1. Your name, address and phone number
  2. Another contact name, address and phone number, in case you want us to notify the result to any other contact person (place).
  3. The date and place of the execution of duties of the police official which caused the complaint as well as the action of the relevant police officials and the outline of the incident
  4. The specific disadvantage that you suffered due to the execution of duties of the police official, or the details of the dissatisfaction caused by the action of the relevant police officials regarding the execution of the duties

Above mentioned details are needed to be written in the document.

We will assist you, in case you have physical difficulty preparing a document.
We don’t require a specific format, however, a document sent by email or fax cannot be accepted. 
The Kyoto Prefectural Public Safety Commission notifies you of the result in writing after the complaint is received.
