Police Certificate of Criminal Record issued for oversea travelers

With regard to the preparation of the application

The police certificate of criminal record(equivalent to the travel certificate or certificate of non-criminal record) will be issued only when the foreign official institution requires. Please note that your request may be rejected depending on the reason of your request, so that you will be advised to inquire the police office by phone prior to your application. 

Kyoto Prefectural Police Headquarters accepts the application for a police certificate required by the official institution of your oversea destination only when the applicant satisfies the following conditions:

  1. Those who are registered as a Kyoto resident.
  2. A final registered residence is Kyoto, although the present resident registration is in abroad.

With regard to the application

Please inquire by phone prior to your application.

The application procedure and necessary documents may be different according to the reason of requirement from the foreign institution of your destination. Your application might be rejected if the documents are incomplete and/or prepared inadequately, or if the application is not reasonable from the legal viewpoint. You may be better accompanied with someone who understands Japanese well at the time of your telephone inquiry. Please accompany someone who understands Japanese well, when you apply the issue of the certificate at Police Headquarters.

Kyoto Prefectural Police Headquarters, Identification Division(in charge of Police Certificates)

  • You can not apply at a police station.
  • You do not need an appointment for your application.
    However, you may be asked to wait if multiple applications are in process.
  • The application should be made by person since your fingerprints are taken on spot.
  • The resident in abroad may apply through the consular office at your residence. Please inquire the concerned consular office or other relevant institution for more information.

From 9:00 am till 4:00 pm(the Japan Standard Time)

The application charge is compulsory.

You need a handling fee of 400 yen.

Issue of the certificate

It may take approximately 10 days(excluding National Holidays) to issue the certificate of criminal record after your application is accepted. The date of issue will be notified when the application is completed. You are advised to apply with enough time. 

The police certificate of criminal record is delivered only by hand, and no mail delivery is allowed. You should inform the officer in charge when the application is completed, if your proxy(who should be over 20 years old) will receive the certificate with an official letter of proxy. A format will be provided by the officer in charge.

Note

The police certificate of criminal record is provided with 5 languages, i.e., Japanese, English, French, German and Spanish.
