Procedure for Applying for Driver License Reissue

If you lose your driver license or have it stolen, or if the information on the license becomes difficult to read due to dirt or stains, or physical damage, you can apply to have the license reissued.

Note that if, in this case, you continue to drive without getting your license reissued, you will be subject to penalty for failing to carry a proper driver license.

Place of application and registration times

At the Kyoto Prefectural Police Driver License Examination Center

Anyone who is resident in Kyoto prefecture can perform this procedure here.

Registration times:

8:30 a.m. to 10:30 noon and 1:00 to 2:30 p.m.

Monday to Friday (except public holidays and the New Year holiday period)

Issuance:

The fresh license is issued on the same day as the application is made (approx. 1.5 to 2.0 hours after application).

Note that in the case of licenses issued by another prefecture it will take a week for the fresh license to be issued.

At the police station responsible for your area of residence

Registration times:

9:00 a.m. to 12:00 noon and 1:00 to 5:00 p.m.

Monday to Friday (except public holidays and the New Year holiday period)

Issuance:

Normally three weeks after the day of application

Necessary documents

  • One photo

    3~2.4 cm (H~W), front-view of upper body (chest up), without a hat, plain background, taken not more than 6 months ago, with your name and date photo was taken on the back

  • Family seal (unregistered seal is OK)
  • Driver license (if dirtied or damaged)
  • When changing any information at the same time as the reissue:

    - To change your family registration address (nationality), name, or date of birth

    • Certificate of residence showing your family registration address, or foreign registration card (in the case of foreigners).

    -If only changing address

    • An extract of your certificate of residence (photocopies are not allowed), or foreign registration card (in the case of foreigners)
    • Your health insurance card
    • Public utility receipts, e.g., for electricity, gas, water, telephone
    • Stamped postal mail (forwarded mail is not allowed)

    Note that documents must accurately show your address and name (real name).

3,600 yen

Other points

If you wish to change your address to Kyoto from another prefecture, please bring an extract of your certificate of residence showing your family registration address (if possible), because for this procedure it is necessary to verify the official characters of your name and your family registration details.
