This scholarship is provided to privately-financed international students at Japanese higher education institutions who are outstanding in their academic performances and who have financial difficulties. The applications are accepted through universities.
Tuition fees may be reduced or exempted in cases where payment is difficult due to financial reasons, the student being recognized as academically outstanding, or in cases of unavoidable circumstances including leave of absence, death, and natural disasters. (The availability and requirements of such programs vary by institution.)

When renting an apartment, upon entry the tenant needs to pay a deposit and key money (2 to 3 months’ worth of rent), as well as rent.
A guarantor is also required for a contract.

When a student enrolls in the National Insurance scheme, he/she is given an insurance certificate. When the student presents this certificate at the service counter in hospitals, or other medical institutions, 30 % of the doctor’s fee is paid by the student.

International students who wish to work in Japan after graduating from a university or other institution must change their status of residence to one appropriate for the type of work they will be engaging in.

To engage in part-time work, you must first obtain permission from the Ministry of Justice to engage in activities outside the scope of your status of residence. Working part-time without this permission is subject to penalties.

Kyoto Prefecture appoints “Kyoto Prefecture Friendship Ambassadors” from among international students enrolled in universities and other institutions within the Prefecture. These ambassadors cooperate in promoting mutual understanding between Kyoto Prefecture and their home countries and promoting the internationalization of Kyoto Prefecture.

This facility provides administrative interpretation services at relevant municipal offices in Kyoto City and Japanese language learning support, helping international residents within the area of Kyoto City.
